Flame roll-outs occur when the path that the flame would travel out of the furnace becomes blocked. The flame will then roll out of the appliance looking for oxygen to stay lit. The flame will continue to burn anything that it touches on the way, such as wires or lint. This could cause a house fire. There are safeties that are designed to prevent this situation.
Another form of a roll-out occurs when the air pressure in a building becomes negative. This can occur when something, like an exhaust fan, is pulling air out of the building. Depending on how air tight the biulding is, the flue passage, which is intended for allowing combustion gases out of the home, can actually become a path for air to enter the home. Should this situation occur, the flame will roll-out, because it is being pushed away from the flue passage and the heat exchanger.
